While it's not exactly random, look into mesh and/or prim rain, which comprises animated textures on phantom prims. I picked up some of it several years back (I can't remember who it was by, but it was an entire weather system with rain and snow) and I use it all the time for effect. An added bonus of it is that you can rez it where you want and edit the prims/mesh so that it doesn't enter your house. (Disadvantage, though: it can make things difficult to select if you need to cam in or through it.) Some of my favourite rain in SL was done this way, at an old MadPea event. I love encountering rainy areas in SL - likely because I truly love rain storms. I don't care whether or not there is any thunder & lightning (which is what my husband loves).
