Maybe because there's no swim physics or ao built in to SL...Beach time is usually reserved for crying and feeling most lonely. Don't take that away from me.

There are swim HUDs. I use Ziswim, which is OK, but not great. It phones home to some server, for no good reason. Older versions phone home to a defunct server and get errors for too many fast retries.

It's surprising how few people swim in SL. Personally, I would have made "swim" standard and "fly" an option that required an accessory, on the grounds that reality works that way.

I set up my AO so that I use swim animations if I fly underwater. Which is how I discovered how many regions with underwater areas have banned fly, so you have to walk along the bottom. But anyway, I don't think that's why some beach regions emptied out. They're no different to any other social location. If they don't put the work in with events and such, people stop visiting to hang out.

Are beaches deserted in general, or some beaches?

SL has a majority of grown-ups. Maybe we got our own beach and stay there? I know I don't go out and dance anymore. Ugh, now I sound sad, eh? The truth is that I get much more satisfaction in gardening in solitude, than pixel dancing or other pixel- on pixel activity.

You could look at beaches as a possible "success story".

Everyone done already met their mate, hookup, side chick, etc. on the beach. So they don't need it anymore.

So, until someone needs to meet someone for whatever reason, the beach will be there, waiting.

Or more possibly, will close down, as no-one comes in...

Yes, that's kind of my point. So successful, they put themselves out of business!

All hangouts, not just beaches, are less & less frequented, it's just the way SL has evolved. People spend more time in shopping events and more time in their own homes, and less time in public hangout places than they used to. It seems like most SL chat and socialising happens in Discord these days.

All the beaches I go to are pretty populated.. After restarts the other day it was so packed  in one of them that people were in group saying they couldn't get in.. hehehe

A lot of the time it depends on the time people are on.. Some people lul out at certain times, so there is quiet times and busy time..Some are always  lots of people.. Some are always nice and quiet with just a few people..

Some beaches are on homesteads also and only allow like 20 people..

As far as Secret beach goes..Secret Beach didn't shut down for any financial things or anything like that.. The owner pretty much say's why they shut it down in their profile.. Honestly, I don't blame them one bit for it either, after reading why they did..

I really liked that beach a lot.. It was my favorite at the time..

My guess?  Back when I started, good clothing for men was harder to find soooo, lots of men hung out where they didn't need clothes or shoes.  Times have changed.  Men have a ton more options and like looking good.

That's a good point. But it's also true that men's bodies have improved significantly over the years (according to my extensive but not scientifically rigorous research), so they should be less shy about showing them off.

They've all moved to grandpa's basement.

Also, spoiler - in the movie Beaches, the main character dies!  So I guess there were no more "Beaches" after that.
