Here is a complete and up-to-date list of all the free and inexpensive options for mesh heads for female avatars:

https://ryanschultz.com/2018/09/24/second-life-steals-deals-and-freebies-free-mesh-heads-and-bodies-for-female-second-life-avatars/

And here is a list of all the free and inexpensive options for mesh heads for male avatars:

https://ryanschultz.com/2018/10/04/second-life-steals-deals-and-freebies-free-and-inexpensive-mesh-heads-and-bodies-for-male-second-life-avatars/

If you're not too picky, you can pick up a complete mesh avatar (head and body) for nothing or next to nothing.

If you want a fully-adjustable Bento mesh head, that is going to set you back at least L$500, and more likely L$5,000. Here are two female Bento head options I found for L$500:

https://marketplace.secondlife.com/p/UTILIZATOR-Normie-Head/13071631

And here is one male Bento mesh head for L$500 (again, most will set you back L$5,000):

there is this, I have no idea how good it is, I just found it with a quick search of the Marketplace, it is hard to know what is to your "taste"

I hadn't heard of this one before! They appear to have a number of inexpensive Bento (and non-Bento) mesh heads on the SL Marketplace:

Some great recommendations already if you are willing to go top to toe mesh bento one of my alts picked up a free Alatmura body from http://maps.secondlife.com/secondlife/Unihispana/68/156/23 the only real problem you can't modify the skin tone, i'm not a fan of the alpha HUD but did get some Maitreya sized items to work well

If you really want one of the more expensive mesh heads but they aren't currently in your price range make use of an alt account and feed it any L$ you can spare in time you'll eventually have enough saved up for a head you want

A word of warning about a cheaper mesh head. You’ll be getting a very basic head, often without    animations or very basic ones. They often don’t respond well to the shape sliders, so that look on the package is most likely going to be the look you’re stuck with.

So a cheaper head really isn’t going to really sell you, if you’re on the fence about them.

I like vintage stuff I would like for my avatar to look like Rita Hayworth or something like that

That may be a problem. Here she is:

All mesh heads I know of, are made with a very strong "silicone implant" pout because that's what fashionable in SL these days. It's such a prominent feature and it's going to be very difficult to tweak them for a more classic/realistic look. I'm not even sure if it's possible but others here have more experience than me with this and they may be able to help.

I have Catwa Steffi that has "realistic" lips and very young look. Genus Project is also a lot more like your sample image. I wouldn't be surprised if you could completely recreate that look with it.

If you missed the Valentine’s-Day-only Altamura group gifts of the Romeo and Juliet full-body mesh avatars and were cursing your bad luck, well, guess what?? THEY'RE BACK, but only between now and February 27th, 2019!!

These are not the usual sort of freebie Altamura full-body (i..e head and body) mesh avatar which I have often blogged about before, which is limited to one skin tone and where you cannot remove the head. These are fully-featured, fully-adjustable, Omega-compatible mesh bodies, with Bento heads and Bento hands! Romeo comes in 4 skin tones and Juliet comes in 8 skin tones.

Romeo and Juliet are easily the equivalent of what you would usually spend L$4,899 on at the Altamura store (or L$7,750 if you spring for the standard-issue Maitreya Lara mesh body and a Catwa Bento head, and that’s before you buy skin appliers). All this is yours for just the group join fee of L$50 to join the Altamura Design/Mesh Avatars group, which is less than 1% of the Maitreya/Catwa combination. (You pay the vendor L$1 and it gets refunded immediately.)

Needless to say, THIS IS AN ABSOLUTELY OUTSTANDING DEAL WHICH YOU SHOULD NOT PASS UP.

More details here: https://ryanschultz.com/2019/02/22/altamura-romeo-and-juliet-full-body-mesh-avatars-are-again-available-but-only-until-february-27th/
