Couple of ways, first and obvious (if you own original texture) is to edit it and reupload with the stencil added. Second, use a 'prim' with an extra face built over the basic one - dead easy with a mesh replacement

Well, they are running OpenSim 0.8.0 Dev but not sure how much work has been done on the materials front since about 0.76 which was stated as being very experimental. I guess any grid at that version would be more or less in the same boat. Seems to work more or less (used Singularity to briefly test)

That sounds like the hill where I like to test out my ground vehicles - still gives me the heeby jeebies. Thing with the roads being empty, or seeming to be, well in tems of actual drivers yes. Always have seemed that way. After all there are a lot of routes over several continents and driving around isn't a big thing (mores the pity even I only get out a few times a month). Unless you arrange to explore with others which can be hilarious
