Since I can't remember what might cause that exact message: Even though your internet seems fine, I'd recommend a reboot to the modem and router. Since you have tried multiple regions, that would indicate it is not due to an actual region down problem Do you have an alt / second account? If so, try logging that account in and see what happens. If not, you might want to create one for testing. Another possibility, if the alt can log in and you cannot, is too flat of an inventory -- i.e. too many items at a single level rather than within nested sub-folders. I can't remember if this message is the result of the inventory issue or not. If that is a possibility with your inventory, you would need to submit a Support ticket and have LL check / correct the 'flat inventory' problem.

You will only get the 'declined' message if you are in the same region as the person you offered inventory to. Otherwise, you'll still never know for sure.

Altamura is giving away a male and female full body at eBento. These are full version, meaning fully omega compatible after you get the Omega relay/installer for Altamura. For men, wear the eBento group tag -- group is free join. Women need to wear the Altamura group tag - that group costs L$50 to join. Also note that these bodies are only available until MIDNIGHT SLT TODAY, Feb 14th. However, that the sim is extremely full (77 avs last time I looked) and every time my alt has checked, both of the Altamura vendors have "Booting, just a moment please.." above them. The vendors are apparently getting slammed pretty hard. And Stargazer Creations has shapes for each of the bodies. They are L$1 if you join their group, which is free to join. The Altamura booth is on the South side in the middle and Stargazer Creations is South side far west.

I'd recommend that if you are spending money and something doesn't work, it might not be a great idea to keep trying it over and over (spending more money) until you've looked into what the problem might be. I'm guessing this was on the Marketplace. The Grid Status notes issues with Marketplace gifting and there are lots of threads regarding the same thing. I'd suggest opening a Support ticket.
