I had one tornado touch down near my house when I was a child living in Kansas City, MO. It was a very freaky experience. We've had some here in CO, but they are almost always further east, on the plains. The mountains seem to keep them from touching down too close and we are just past the foothills.

I'm still not seeing the issue. If someone is presenting as a female, they need the top modesty layer. If they are presenting as male, they do not. Trans children still usually present as one or the other -- though neither is an option, but as far as the modesty layer goes, they would not need the top/breast panel. -
IMO, a filter should NEVER default to being On or Checked.

They could have easily gotten by with the female top panel just covering the breasts, without the side and back strap. I don't have any avatars that play teens, but I still think that they shouldn't have to suffer, clothing wise, because LL wants them to dress the same as younger child avatars. Yes, I know SL is not RL -- and I have said that myself -- but still.............. -

You have to remember that the 'child avatar' rules apply to ALL avatars that are under the age of 18. The defined modesty layer makes perfect sense for anyone grade school age and under, but it is a bit much, IMO, for anyone older than that. In other words, anyone playing a late teen just got screwed, clothing-wise. I wore tops like the one pictured below when I was in my teens (i.e. middle school and high school). There is nothing inappropriate with this top -- yet it would be showing part of the female upper modesty panel, and thus (by your statement) is something that I shouldn't have been wearing anyway. Though, with a bit of work, the back strap of the modesty panel can possibly be worked to be lower than the top over it. I guess it depends on how the creators ultimately make the back strap of that panel and how creators make tops where the upper back is bare.
