It sounds like a nice idea on the face of it... until you factor in two things: Logistics: There is no automated method of changing terrain textures. Terrain textures across a couple hundred regions would have to be changed by hand. And then they would have to be changed back again by hand. It's more than just terrain textures: The green grasses, bushes, trees, and especially flowers would all appear very out of place on a snowy landscape. Like would people in NA, Europe want to see summer theme right now? And more wintery theme during summer? I think its easy to say it's no big deal when we are in the same season as that which we want it changed to. Buy others may feel differently. The beauty of a VW is that you aren't constrained by 'reality' (to a degree).
