Nothing keeps out Linden Water.  However, when you are underwater inside a room, it doesn't really look like you are under water, especially if you add a couple of light sources.  Sound under water is muffled more quickly than when you are above water.  But this can be adjusted in the Debug setting AudioLevelUnderwaterRolloff.

The water has a 'fog' to it, which is adjustable for density and colour.

If you make a new water setting you can adjust its "Density Exponent" to zero and set the colour to white, then save the setting. You can apply that setting to your parcel of land or to yourself and you can give copies to friends.  The water is still there but it appears completely clear.

There is no water!
Your viewer renders a water plane at the height that is given by the sim.
If you are under water your viewer uses different shaders that make your view blurry and simulate an under water view.
Invisiprims maybe work if you run ultra low graphics settings - I don't know - but your visitors have their own settings.

invisiprims have not worked in years.

So as I'm understanding it, it's not possible to keep linden "water" out of an underwater home.  Adjust lighting and settings as Conifer mentioned but unless everyone who comes by uses those same setting, they will be underwater. Oh and shut off any auto swimming animation in your AO.
