Think it's the same for any payment option, you can use it for several accounts. But could be wise to limit it to your own alts. If it's for a familymember it might be wiser to use a paypalaccount as payment method, that's possible to use with a spending limit.( to prevent unpleasant surprises if the other drains the balance on the card) Fraud with any method is always bannable. And connected accounts might find the same block/hold when something goes wrong.
