If You Divided the SL population into two groups

Maybe a fun, lighthearted yet very tall wall to keep those people out that should never visit Belli? Again, you know, just giving some very light-hearted and fun suggestions to divide people.

A wall, with automated sentry guns, facing inwards, and every new arrival gets a "Snake Pliskin Escape Kit", containing an eyepatch and a leather bomber jacket, and a tracking beacon wristwatch that stops working within minutes of their arrival.
