it is what they ask for, i see no problem to send it.
If it's not enough, they'll ask for more or other docs.
It;s not really to control your bill, but to verify  name/adress  with a 3rd party

Flippant answer:  "Try it and see.  What do you have to lose?"

Better answer: "There's always a way to translate things these days.  They'll figure it out."

Even better: "Attach a translation."
