Textures blurring

There is nothing to do really, 1GB is simply not enough, any place nowadays uses 1GB if not more, doesn't even need avatars, have a few things lying around and a house maybe (not even counting furniture) and you'll quickly see 1GB usage. Now... if there was an option to force load textures (not at full res, that option actually exists) at their current resolution fully disregarding memory at the cost of performance...

No?

Just an option that disables the whole "texture thrashing" mechanic and simply allows textures to continue being loaded as needed. Basically a "f*** you texture memory" option.

I wouldn't suggest "any" draw distance. Nor Advanced Lighting Model unless taking photographs. With that GPU, keep your DD low. 64m max when there is no one else around, 32m max when out and about. Create graphic presets to make this easier  https://wiki.firestormviewer.org/graphics_presets  

 

Also remove HUDs and only attach them when needed. Many tend to be texture memory hogs. Use favorite wearables to make this more manageable  https://wiki.firestormviewer.org/fs_wearable_favorites

What's the rest of your computer like? It's entirely possible that the integrated graphics are better than a 1GB GT 710, which is a really horrible graphics card. I've used 1GB graphics cards in SL and they've worked okay, but they've all been considerably better than that version of the 710.
