Ha - I didn't even notice that part.  I'm surprised the page even lets you click 'Place Order' when it is below the minimum.

ETA:  The screen claims that you simply have to spend at least US $2.50

yes thats the strange thing,...but oh ... i tried it ... and if lets the order pass even for 255 L ... things get weirder here, i'm seriously sure it had a 2500 limit.

Not necessarily -- HOWEVER, it is not very smart to spend $1.02 for L$ and then another $1.49 for the fee.   You should buy a larger amount just so the fee is not so huge compared to the L$ purchase.

Thus there is definitely something going on with your PayPal account.  If it really is verified and backed by a true credit card, then you may need to contact PayPal to see what is going on.

totally true, i did this :)

but... still strange it let mine pass for the 255 but not Noir's so i guess there still a problem with the paypal...

is it verified

if yes, with CC or bank

if last, it needs also a balance or won't work unless it's a direct banktransfer, some in europe are this way and no balance needed.

Paypal is messed up, if you live outside Great Britains runaway colonies (US, Canada Australia that is) you apparently need prepayed credit of 25 $US in Paypal to buy Lindens. It is documented nowhere, I just found that info on a German SL help page after cursing and phoning Paypal support and others for half a day. But it didn't work for me with ~23 $US prepayed and worked once I updated that prepayed amount to ~26$US so yeah I believe that theory until proven otherwise.

still a strange thing if you ask me.. i don't even need a balance on my paypal and have my bank attached. When i check my bank details all costs are taken some days after the real L$ transactions with LL.
On my PP dashboard i can set a few different payment options, use bank, balance or pick a payment option during the transaction, i always used the bank option.
Perhaps it's a difference because my paypal is active since 2004 and has passed some security levels they have? ..or some kind of "grandfathered" accountsettings because of the age?... Just wondering because here at forums so often things come up i don't recognize as giving problems.

after what ? buy linden  ?

Just now, noir20 said:

why  should i buy to  sell that is so  strange

It is the buying of L$ (or paying for a Premium membership) that truly validates your payment method and starts the clock ticking for your various money limits.  You cannot sell L$ or Process Credit until that clock hits 30 days.

Do not buy them just to sell them - you are buying some L$ to start that clock so that eventually you can sell L$, which is what I thought you were saying quite a few posts up when you said this:

I would buy anywhere from US $5-10 worth of L$ -- just put a value in the US $ field and it will populate the L$ field.

Something is up with your PayPal.  I can't figure out anymore how to actually navigate to the 'verified' screen, but if you go to the below link, it will tell you if your account is verified or not.  What do you see at that page?

https://www.paypal.com/cgi-bin/webscr?cmd=_show-limits&req_from=view_limits

Mine looks like this and yours should have at least one green checkmark:
