Any building restrictions would be placed by the region owner and are generally listed in the covenant. This includes mainland, where building restrictions are set by LL, as well as the Linden Home areas, which have even tighter restrictions. If you have a valid grievance, you can take it up with LL (via Abuse Report) or with the region owner. If there are particular structures that ruin your view, and if you are using the Firestorm (or perhaps other third-party) viewer, you can de-render them by right clicking on them and selecting "Derender+Blacklist".

I must at least partly disagree with my colleague Madelaine.  On most of the Mainland, there are no height restrictions on skyboxes.  On Linden Home regions, skyboxes are not permitted at all.  I'm not sure about the themed areas like Horizons or Nautilus or Bay City, you'll have to check to be sure, if you're looking in those places.

Most private estates have lower limits on skybox placement, typically 300m or so.  Read the estate's Covenant.

The upper limit is set by the upper limit on rezzing objects, 4096m.

If you're on the Mainland and troubled by low-hanging skyboxes, you can:

  • Contact the owner(s) and ask them politely to raise them higher.  You might point out that lag decreases remarkably at locations over 1,000m.
  • Reduce your own draw distance so you don't see them.
  • If your viewer has a "de-render" feature like Firestorm, use it to eliminate the ugliest ones from your view.
  • Put up a really ugly skybox of your own, on your land and right next to the neighbors' floating eyesore.  Maybe they'll relocate to get out of range of it.
  • Move.

If you want to know the limit on "whatever"... try: http://wiki.secondlife.com/wiki/Limits

The ideal location for skyboxes is between 1,000 and 2,000m. The higher one goes the more roundoff error affects the objects' positioning. Also known as prim-creep. Above 4,096m it gets bad, thus the rez limit.

Your question implies a desire to make others conform to some idea to make your life better or the way you want things. That is sort of the basis for fascist ideology.

Rather then looking for ways to make people do things the way you want, consider first what you might do to to change things without inconveniencing others. In this case change your draw distance...
