3450 is not on there any more. Even when it was in the list awhile ago, SL didn't work very well with it, I used to have it.

Of course, you're always welcome to try to get SL to play on anything you can, it may be surprise you. Just put all the graphics settings as far down as they will go and eliminate all the stuff like atmospheric shadings, etc. & it may run.

Yes, you should be able to run Second Life with that graphics card. Ignore the System Requirements page in repsect of graphics cards, it's woefully inadequate in listing cards that work.

The ATI Radeon HD 3450 is an entrance level card but according to Second Life's gpu_table. it will default to Mid setting but you may find you struggle a bit with that in busy sims so reduce to Low if necessary.

I'm running Kirstens S21(5) with my ATI Radeon 5850 and it runs flawlessly, even with Lighting & Shadows and Global Illumination activated. Textures rez very fast. I'll gladly meet up with you inworld, say in the Linden water sim Smith, and compare stats on Ultra with and without those options.

My ATI Radeon HD 5700 series works great too....It is untrue that ATI cards aren`t good for SL, they sometimes need adjustments (like disabling VBO) that NVidia cards don`t need, but there are quirks with NVidia cards too that don`t affect ATI, so its 6 of one and half a dozen of the other. :)
