Hello again Stardust. That error message means with simple words that your IP address is being blocked by the Second Life service. So the first you can do is to check the email account you have registered with your resident name if you got a mail by Linden Labs (this could be because you actually did something very bad, or it could be because someone simply accused you of doing something very bad). If not, it could be that your router has cycled to an IP number that Linden Lab has previously blocked (with other words it could be a case of mistaken identity - LL banned the wrong IP address or it could be a case of collateral damage). So power down your modem and router for at least 5 mins and then restart both and try to log in again. If you are still blocked, if you are premium member it is highly recommended to use the Live Chat: https://support.secondlife.com/create-case/ If you are not a premium member, i can't suggest you to submit a ticket, although you can try it risking to wait for long time. Better thought is to try to call them.

If you set it higher won't and can't increase the max upload bandwidth that your ISP provides to you. They are the ones capping your upload speed. EDIT: Explaining a little more. My suggestion is to experiment to find the best value for your setup. If you increase it a lot, is possible to start to feel lag so it isn't something standard. Personally i have it to 500 although my internet connection is very fast.

I love Viewer 2 also and i use it. Of course its no perfect but i can do so many things easier than in Phoenix. For example we have the address bar. So easily we can TP to our previous or next region using the arrows ( <-- / -->) or TP home with just one click. Also we have the favorites bar where again with just 1 click we can TP in all favorite destinations. Where are all them in Phoenix? I could say many more but i consider that it is unnecessary. It is right of everyone to use a Third Party Viewer. On the other side let's admit that a respectable number of users love and use Viewer 2. This is the fact.

Hello Katara. At Marketplace you can find a variety of free drivable cars, or almost free. At Sandboxes as i know is not allowed to drive a car. You can check only if your car is working for some seconds. You can drive your car in other regions is allowed and you can find some of them if you search for racetracks in world. Have fun!
