Recreating my Imvu avatar in Second Life

I'd recommend starting with something easy, like the skin or a mesh or bento head. Dunno how much experience you have in building an Avi in SL or the money you're willing to put into it, but I'm sure it shouldn't be too terribly hard to put your avi together. 

A skin I'd personally recommend is *YS&YS* Immortal Skin. I dunno if it has a Catwa head applier, but the ad I'm seeing states it's for a Lelutka head and the shape of the model in it sort of makes me see a resemblance to your image. It's on the Marketplace if you get the chance to check it out.

Then from there I'd recommend finding the body for your avi that you want, and a lot of that decision will be based on the shape you're going for and the clothes options. A lot of people like Maitreya because it, I think, has one of the largest clothes collections and seems to be good for overall slimmer figures; Slink and Belleza coming in next. Slink and Belleza have awesome multiple body selections tho if you decide you want a fuller figure after browsing.

They all have demos but I think you have to go to each of their stores individually to find them.

After you get that down pat, the hair and makeup and dress and accessories you shouldn't have too hard of an issue to find. I can't stress enough how much it means to demo things tho, regardless on if you MP it out or go visit stores in world. 

And the best advice I can give is to not get discouraged! It can take a lot of patience to build an Avi of your dreams, and a lot of snooping and knowing what key words pull up the direction you want your searching to go, but it should all be a fun process.

Before deciding on a particular mesh body, I'd suggest checking out some of the different fantasy themed clothing stores to look at clothing that's similar to what your picture shows, and to see which mesh bodies the clothing will work with. 

Get demos of clothing and demos of the  bodies you're interested in, so that you can try them out together.  I haven't shopped for that style of clothing for a little while, but a few places you might try are Les Encantades, Lorien, Dreaming Thicket,  Arwen's Creations …   

Lorien, I believe, is usually on the 25 Linden Tuesday list, which is a list you might be interested in to help you find additional stores (generally the stores are fantasy or RP related, sometimes furnishings or accessories, and they will have an item or 2 out on Tuesdays for L$25).

Do you want/need to get naked?

If the answer is "no" then you don't need a mesh body.

Will you need Bento Technology = better face expressions, individual finger movements?

If the answer is "no" too, you don't need a mesh head or hands either.

Do you need 100% the same look, or could a light blue gown with long sleeves work, even if it's not just the same pattern?

And the budget, how much do you want to spend?

I do not need everything to be 100% though would like the horns is possible close to ones in the picture since those horns are a favorite of mine.  I would like not speed more than say 3000L on an item.  I do not plan to get naked as of right now.  This happens to be a RP character if that helps any.  I have chosen to use the Belleza shape.

So you got a Belleza - I assume body? I know that new people often get confused by all the different terms we use, and when you say shape, I wonder if it is a physical mesh body with hands and feet that you wear over the default body and hide the default body with an alpha layer. That is what I would assume when you say Belleza, but you say shape.

I use the Marketplace a lot. Since you have a Belleza body, I would use Belleza as a search word, and then filter it apparel-womens-gowns. Blue is not a very popular color, you might need to compromise and use a sleeveless gown, or a white gown. There are long sleeved gowns, but the sleeves I can see is more wide and the gown look more "princess" with wide skirts.

The horns, there are lots of horns for sale in SL, https://marketplace.secondlife.com/products/search?search[category_id]=513 but many are very decorated with chains and trinkets. Many also curve down like ram horns, or out to the side like Baphomet horns. Try Plastik for the skin. If you go to their mainstore there's a wall with plain fantasy skins in about a thousand different colours (slight exaggeration but not much), pure white included. They work with classic and mesh bodies, they have Omega appliers so as long as you have the Omega relay for your body, it will work.

There are tons of variations of demon horns on the marketplace, most of them for just a few L$.

The makeup, long nails/nail varnish should be easy enough also on the MP.

It's hard to judge your hair since we can't see much of it in the photo but it looks more like a flexi style than mesh, with a hairbase layer. The hard part will be the dress, and it's going to depend on how exact it needs to be. I had a look through the marketplace and found several in your colour though the ones I found were mostly sleeveless.
