It depends on how you define night, of course but the entire day cycle in takes four hours, that is it's all six times as fast as in Real Life. Time flies by fast in SL

Whoever owns the estate can set the cycle however they want.

Not that it matters nuch since each individual and change the time, sun, atmosphere and other lighting effects to be what they want on their own viewer.

Or just hit Ctrl Shift Y and boom, mid-day all day.

The standard day cycle is 3 hours of daylight, one hour of night.  If your region is different, it's because your estate owner has set it on a customized day cycle.  If you never have nighttime, the cycle has been turned off completely.  Check in World >>> Sun.
