Temporary upload of textures, that was a glitch as Ceka said, is incompatible with Server Side Appearance. To implement SSA they had to broke temporaries, but implemented local textures as a substitute.

As Perrrie said, there are people who don't want to have payment info with LL, for many reasons. Others cannot - in Brazil the regular credit card is not allowed for international payments, just a fraction of them are internationally valid. It is not Chic's fault. The page doesn't says. Many of us learned the hard way the "0 days, 1 days" and so on is counted from first transaction :-) ETA, I don't know for fact, but I think that being within daily and monthly limits, there is no limit on frequency.
