what are resident's rights and options concerning low-life griefers ?

Linden Lab will not involve themselves in disputes between residents unless one of them commits a Terms of Service violation.  If they do, you may file an abuse report.  You should familiarize yourself with the TOS provisions regarding behavior, invasion of privacy, griefing, etc..

Griefers only want attention.  Do not give it to them.  Mute them and ban them from any land you have.  If you see them while out and about and they try to start something, ignore them completely, no matter what they may say in public chat. If they attack your avatar in a non combat zone, AR them.  TP away if you have to.  If you are in a club, sometimes the host will have the authority to eject them and/or ban them if you bring it to their attention.

Some venue or sim owners will also ban the person from their venue or estate if their behavior is disruptive.  So you may wish to report it to them in as factual a manner as you can.  You may copy and paste any public chat on a notecard to send to them but may not share private chat logs, as that is a TOS violation regardless of any disclaimers you may have in your profile about it.

If it is not your land that is being griefed then I would notify the owner.  If the griefer is violating the TOS then you can also file a AR, if not just mute the offender and find someplace else to hang out.  Griefers seek attention, ignoring them is the best way to win.

If it is your land, you can mute and AR as above plus, ban the person from your land and group.  If the griefing includes objects/scripts make sure you check your land settings and uncheck "Create Objects" "Object Entry" "Run Scripts" for "All Residents". Keep them checked for "Group".

Welcome to Second Life Answers, Prowler

Sadly it is almost impossible to get through life without encountering one or two asshats who feel the need to get attention by griefing someone else.  Luckily, in Second Life, it is very easy to deal with.  NEVER EVER retaliate in any way; simply mute/block, sit on a prim if they try to physically push your avatar. If you decide the griefer is causing enough of a problem to warrant submitting an abuse report (as per the video given in Baloo's post), just do so quietly; never say to a griefer "I'm reporting you" - they'll just be snickering out in real life and lapping up all the attention.

Treat griefers as though they don't exist, and pretty soon they won't exist.
