Is it possible to put a region on hold temporarily to defray expense of tier until tier amounts are reachable?

ask support, but i can imagine, if they do, they will also put use of the region on hold.

I think that's very unlikely. If you are running on such a tight budget that you are having trouble paying the monthly fees, you should probably be rethinking whether you should be a landowner. I know that's a hard decision, but many things in RL are more important than having land in SL (like eating,  for example,  or paying your RL mortgage). If things are just tight for a month or two,  of course, you could ask a friend or relative to cover you. They are more likely to say yes than LL, I suspect,  but you can't lean on them for long either. By all means,  ask to see where you can get some flexibility. My advice is to keep your eyes on your priorities,  though.

I think even if it's put on hold,  that the tier fee remains and will be charged (accumulated) and then you will owe one lump sum when it resumes.
