I think that's very unlikely. If you are running on such a tight budget that you are having trouble paying the monthly fees, you should probably be rethinking whether you should be a landowner. I know that's a hard decision, but many things in RL are more important than having land in SL (like eating,  for example,  or paying your RL mortgage). If things are just tight for a month or two,  of course, you could ask a friend or relative to cover you. They are more likely to say yes than LL, I suspect,  but you can't lean on them for long either. By all means,  ask to see where you can get some flexibility. My advice is to keep your eyes on your priorities,  though.
