Now I wonder if this function really takes observers from neighbour sims into account or just doesn't know what to message if nobody is there?

All it does is send that message whenever your ARC is higher than some set number. It has zero to do with there being anyone nearby or not.

I actually went and tested this just to see what number it wants in an empty sim, it would give me that message when im over 50k, anything lower and it said i would be rendered by everyone. But then in a populated social island, it told me that i may not be rendered when it was at 38k.

 

Maybe its dependent on the lowest setting of a user in the sim unless its empty, at which point its set to a base of 50k?

Odd - I put on an outfit with a CI over 2 million and started TPing around to empty sims and not empty sims.  I never once got that message -- though I do remember seeing it a few times in the past.
