Question

I've been on second life for quite a few years now and made a fair amount of lindens. I decided that it's time to cash out and recently purchased some lindens on the lindex trading earlier this month. I have now sold some lindens and went to process credit but my process credit limit is at $0 so I'm unable to cash out. I have checked https://secondlife.com/my/lindex/describe-limits.php but it doesn't say anything about process credit limits. Does anyone know what I need to do or how long I need to wait in order to process credit? Thanks!

Yup.  If you have never used the LindeX before, you are a newbie, just as if you had walked in the door for the first time today.  The clock starts on your credit limits as soon as you use the LindeX for the first time.  So, buy at least $2.50 for of L$ today to get the clock started.  By next week at this time, your limit for sales will be $300, as shown at https://secondlife.com/my/lindex/describe-limits.php?

BTW, you may only cash out of your USD balance to a verified PayPal or Skrill account, so be sure that you have that part done too.  Read https://community.secondlife.com/knowledgebase/english/account-balance-r1/Section_.2.2

Yeah I have already used the LindeX earlier this month its been about 2 or 3 weeks and already sold some lindens. I also have a linked paypal account however my problem is my process credit limit is at $0. I've looked over both those links but they don't mention anything about a process credit limit waiting time like with the LindeX trading limits, so I'm wondering how long I need to wait or if I need to do something else since I can't seem to find any information on the process credit limits. I've uploaded a snip of what I'm talking about.

There's not supposed to be a waiting time on increasing your trading limits.  That's done automatically, as outlined in that table. Now, if you made a separate request for a credit limit review, that could take a week or more.  That's not what you did, though, and you've already been more than a week.  So...

If you have a non-technical issue related to billing concerns, you can call the Linden Lab billing team at the following toll-free numbers at any time 24/7:

Local Toll-Free numbers

US/Canada: 800-294-1067 FREE

France: 0805-101-490

Germany: 800-724-4552 FREE

Japan: 800-100-3060 FREE

Brazil: 800-878-3076 FREE

Spain: 90-083-9074

UK: 800-086-9081 FREE

Long distance ( not free, but you can use Skype to save some cost ) : 703-286-6277

**Note: Support is offered only in English

In my experience, they are friendly and very helpful.

Inara Pey blogged about there being a change to Process Credit limits a few days ago, but I could not get the link she gave to display my Process Credit limit, if any.  So yes, call Billing and ask what's up.

EDIT:  I revisited my limits page,  based on Chic Aeon's post.  Process credit limits now appear there.  Although I have never taken money out of SL, I submitted a support case for a limit review, as I feel the Process Credit limit should at least match the limit set for buying and selling $L.  Anything less is, as Chic points out, a clear attempt to collect additional fees by LL.

Sip.

And when it arrives at the end of the 30 days that the greater period of billing. Will return my limits to be at zero if I do not buy lindens again

No.

I have returned, it has already happened 8 days since I bought my second life and my limit of sale actually rose to 300 $ but now when I wanted to withdraw my balance in dollars to my Skrill account I can not because my credit limits are zero

Nobody here can look into your account. We are all SL residents, like you.  You will need to contact the Linden Lab billing office.  Use the telephone numbers I listed in my post earlier in this thread.

I am venezuelan too. You will have to wait 30 days from the day you first bought the lindens in order to withdraw lindens to your paypal, skrill or bank account. So, day one is the day you bought the lindens.

Since this thread is over a year old, I'm pretty sure the OP has figured that out by now.
