But "the whole realm of SL" is not seriously messed up - this is just your current perception of it.  You have obviously become aware of something very seedy and unacceptable.

There are rules in place in Second Life, but Linden Lab people cannot have their eyes and ears absolutely everywhere in world, so every time YOU see something unacceptable, please submit an Abuse Report.  Back it up with screenshots, any chatlogs, etc.

You can also send hard copies to their head office in Battery Street. And give hard copies to your real life law enforcement agencies.

No one person can change the world, or fix what is wrong in it - virtual OR real - but if everyone takes responsibility for their own little corner of it, the world can become a better and safer place.

Age play by adults is neither wrong nor illegal, it happens in RL all the time too; it is simply not your cup of tea, nor mine for that matter but there is no way for anyone to force us to participate in anything not to our liking so rules are totally unnecessary.

Go places where you like the people, activities and events.  It is super easy to avoid areas of play that are not to your personal taste.  RL and SL are big enough worlds to allow us all the space and freedoms to do as we wish with no harm to others.

If you expect a couple of hundred Lindens to be watching what is going on in every parcel, at every height, on over 31,000 sims 24/7 then it is you that is being totally unrealistic.

There are rules against age play and LL relies on residents (like you) to report it . In my experience LL are very quick to take action in such cases when it is brought to their attention.
