Does LL ever change a region rating?

We know there's too much abandoned mainland. I'd bet there's more abandoned General that Moderate land. So, does LL ever change the rating of land from General to Moderate, and if so what does it take to get them to do this?

This problem doesn't affect me directly, but I think it does hurt the willingness of people to buy and maintain mainland.

I think the only way it's going to happen is if the entire region is in single ownership, either by a private individual or LL, and then maybe ... but I've never known it to happen.

I filed a ticket back in October 2020 on this same question because I own all of Uli (General) Region except for LL Protected Land. This is the response I received back:

Thank you for your support ticket and your patience! Unfortunately, we are not able to change the maturity rating on mainland regions. I apologize for any inconvenience this may cause you. If there is a moderate area that is currently abandoned I would be happy to help you look at the possibility of doing a swap over. Please let me know if you have any additional questions.
