Shallow Hal (2001) has an important message under all its humor - the importance of inner beauty over physical appearance. While the message a honorable endeavor, it unfortunately comes with a lot of jokes that could be considered "politically incorrect": fat jokes, jokes about womens' appearance, and stuff like that.

Do you think, given how politically incorrect the jokes are, this movie would be made today?

One of the terrifying aspects of political correctness, is that someone can be cancelled for something they said in the past, that was okay at that time, but later became unacceptable. Niel Golightly, an executive at Boeing and former Navy pilot, was cancelled over an article he wrote in 1987, thirty-three years ago, arguing that women should not serve in combat.
