If you mean the General, Mature, Adult region rating, the answer is NO for regular Mainland. 

I imagine that Private Estate owners can change their region designation.

L'il is right.  Ratings are set at the region level.  Private estates can be set to any level, at the discretion of the owner.  Mainland regions cannot be.

If you have a Linden Home, they are all on Moderate regions.  The Horizons homes (search Horizons on the world map) are on Adult regions.  They are like Linden Homes, with a sci-fi theme.  But you can also use your own house on Horizons parcels, and they have a double prim allotment.  Because of these desirable features, they're very expensive to buy...prices start around $L40,000.

Otherwise, if you want Mainland with a General or Adult rating, you'll have to buy a vacant parcel and put your own house on it.
