can someone help me on paypal

If your payment method is PayPal, there are a few reasons why you might get this message.

  • Your PayPal account is not "verified"...that is, backed up by a credit card or a RL bank account.  Follow the procedure on PayPal's site to get your account verified.
  • Your account is verified, but you used a bank account for the backup.  When you do this, you must also transfer enough money from your bank to your PayPal account to cover your transaction(s) with Linden Lab.  They require instant payment, and will not wait several days for money to be transferred from your bank to PayPal and then to Linden Lab.  Get the money in your PayPal balance first, then do your transaction for Second Life.
  • Your transaction exceeds PayPal's limit.  I think the default is $200.00.  You can go to your PayPal account settings and raise this limit for payments to "Linden Research, Inc."

I've never needed to transfer money to PayPal. The bank lists the transaction as Paypal instant transfer - it goes through immediately.

this person already has a thread open in the forums, he tries to use a prepay card, the card provider of course tells it's OK... but LL/Tilia in general doesn't accept those. The paypal route is explained but seems not to be available... only skrill or real CC is the remaining option.
