Lillith Hapmouche
No real idea here, but a few questions in return to clarify for other input... How does the uploaded texture look if you preview it inworld? Also blurred? Do you have problems with just that texture or numerous other ones as well? Any chances that you might have enabled "Lossy Textures" in the graphic preferences?
Rolig Loon
Or did you forget to set the dimensions of the texture to powers of 2 before you uploaded it? Remember that pixel dimensions in SL must be 32, 64, 128, 256, 512, or 1024. If you upload images with other dimensions, they will be resized automatically to the next lowest legitimate dimension. So, a 640 x 513 image on your computer will be received in SL as a 512 x 256 image. It's much safer to crop and redimension images yourself. Otherwise, you'll have distortion and blurriness.
carley Greymoon
Rolig nailed your problem precisely. resize your texture to 512 x 512 and you'll be good.
Charlotte Bartlett
If you texture is tga and already sized at 512 x 512. It could also be an issue with your preferences. I can get blurry floor textures, if I don't have Antisotropic Filtering enabled. - Screen grab here https://gyazo.com/53b0633f39736c964e9c0dbb9bca473f
