Several ways:

1. Click on the avatar (or avatar';s name tag) and select PAY

2. Open the avatar's profile and select PAY

3. In chat or IM, click on the avatar's name and select PAY

Minor correction to Rolig's post: right-click on avatar/profile/name.

Unless this is not the legitimate owner of the account. If the original owner violated TOS by selling or giving away the account, then the OP could be a total beginner. But that would never happen, of course. It's more likely that the account has simply been dormant for many, many years and the OP has forgotten.
