How can a resident know when another resident takes a snapshot?

Simple really.

When taking a snapshot, your avatar will (by default) perform a special animation and make a sound. This sound is triggered by your avatar, and some viewers (names not listed) make the connection:

This 'snapshot' sound is occuring -> Name the source in the local chat window, as a message to the user.

There's nothing more to it.

It's also easy-peasy to disable this sound: Advanced Menu > Quiet Snapshots to Disk

Meh thats easy how it works is simple....

The viewer is set to detect the UUID of the animation that is played, if the UUID matches the animation for the take a snapshot then the viewer says this in the local chat.

Privacy is Second Life there is really no such thign as privacy except unless you add acess/orb to your land and use the option that says.

 

Allow Residents On Other Parcels To:

See and chat with residents on this parcel.

Unchecking this yeah you get privacy otherwise privacy? what privacy?
