It's a portion of memory where your computer stores local copies of textures that you have viewed recently, so that it doesn't have to download them fresh each time. Cache speeds up your tezture rezzing time. The larger your cache is, the less time you spend in world seeing familiar textures look gray while they rez. You should only need to clear your cache when you have reason to believe that it has been corrupted, so your graphics card is trying to display bogus textures.
