that is where the upper body meets the the middle section of the body..the next point is the waist and hips..you  can notice it a lot in some poses more than others..

it's been around  the whole time..long before 2.0..the movement points have never really changed..it's animations and poses going beyond the limits of the mesh..which really isn't hard to do with this mesh heheheh..

That is the avatar mesh distortion. The avatar mesh is so badly designed that it distorts very easily in that location (and many other locations too..). It's not a viewer problem, it's the avatar mesh problem.

Nothing we can really do about it. Only way to avoid it is to check AO animations with very critical eye before buying them. I have noticed that even a simple stand animation can break the mesh in that particular location. But there are also good stand animations where this problem is not present.
