Can I will my inventory items to my alt?

Nope.   You can leave your whole SL account, including your avatar (and your alts), to someone else in your RL will, as part of your estate, but you can't transfer no-transfer items between avatars, whether they're your alts or not.

You can manually transfer all your cash and transferrable items to an alt or anyone else, of course, but not the no-transfer stuff.

No. If you were to pass away, you could will your avatar to another person. The instructions are here: http://wiki.secondlife.com/wiki/Linden_Lab_Official:Death_and_other_worries_outside_Second_Life

You cannot will just your items to another person (or account). If you will your account to someone, they can go into it and move the items that are transferrable to their preferred account.

A will only takes affect after death (except in the case of a living will, which only goes into affect should you no longer be able to make decisions on your own, such as suffering a traumatic brain injury). It has to be a death in RL, not SL, so "putting your avatar to rest" doesn't count. You can transfer your items to another avatar if you have tranfer permissions. Otherwise, they stay right where they are.
