reset region windlight to default

Hi i changed the windlight of my region back a while ago how ever when trying to restore it back to default its not changing?

It may have changed but you're just not seeing it.  Often I have to TP elsewhere and back to my sim or totally log out and back in to see the changes.

* oh, one more thing...the ability for individual parcels to change their windlight settings should not be checked (can't remember if that's in About Land or Region settings).

Check your Region settings. As Luna noted, if you have it set to allow parcel owners to override the region environment settings, you will still see whatever environment is set on those parcels if they are different from what your region environment is. You can change that setting to disallow parcel override, or go to each parcel and change them individually to show the region setting.

haha I almost had to come back and ask you, Sylvia, where the setting was!

Found it:  Environment tab in Region/Estate...uncheck "parcel owners may override".

Ha! I wasn't in world when I posted earlier, so I couldn't look to see exactly where it was. Glad you found it!
