Did you scroll all the way down the page? It might have one of those things where you have to at least  look like you read it.. hehehe

If it is the viewer, try a different one.  If it is in the browser, try a different one.

If using a browser, an add blocker will often be the problem.  Try going in a browser with no ad blocker (or ad blocker built in).  It has been that way for years :D.

I recall the problem was getting a new TOS to accept when logging into the client viewer and the fix was to sign in to website and accept the TOS there. The OP could be having a different issue.
