First, you'll need to remove the name and Flickr link of the avatar.  Forum rules don't allow naming and shaming.

Secondly, LL would probably deem this a resident to resident dispute which they do not get involved with.  You could try filing an abuse report but may not see any action as far as getting your Ls back.

Unfortunately, there's no way to verify exactly what you and the photographer may have agreed to, so it would come down to your word against hers.  As Rowan says, too, this is a dispute between residents. According to the LL TOS (sect. 6): "You are solely responsible for your interaction with other users of the Service, whether online or offline. We are not responsible or liable for the conduct or content of any user. We reserve the right, but not the obligation, to monitor or become involved in disputes between you and other users."

Next time offer to pay a deposit with the remaining to be paid once you get the photos. If the photographer won't do that then find another that will. It won't prevent you from losing $L's but it will reduce the amount you lose if they end up being a scammer.
