The instructions to buy abandoned land submit a report case of the type land and region...  What is that and where would I find it?

You actually want to use the sub-category 'Abandoned Land' rather than "Land Auction"

Aha... My misunderstanding, probably.  I read the OP's question to be about buying abandoned land at auction.  Yes, if you are asking about land that is not yet listed as available for auction, you will want to use the "Abandoned Land" category.

They haven't really cared about that part in quite a while - probably because there is so much abandoned land.  

If they feel the parcel has any special qualities, these days they'll likely send it to auction, even if someone does own surrounding land.
