Bay City - Argos 232,32 is scheduled back in the auction block. It was  auctioned last week with 13 bidders with a winning bid of L$50010. Then put up for sale for L$78000. Still shows for sale on the map but Gov Linden owns now. The moles did flatten the land though, used to be a pond on the parcel. Nice business for the Lindens, winning bid will be near L$50000 again.

Those prices are around normal, or perhaps a little lower than normal, for Bay City parcels.   That's a nice parcel, facing one of the canals. Bay City parcels are double prim,  it's a unique environment, and just about every parcel being accessible by public roads or sidewalks.

The starting bid for the auction that just closed, and for the upcoming one is L$550, so if it gets up to L$50,000 then that's because the bidders are running the price up.

The first place I rented in Bay City was in Argos.  Going to look at this parcel brought back good memories :)

A pond you say? Of course the Mainland Estate authorities can do what they want, but the Bay City regions are generally set Block Terraform, and Argos (currently) is not an exception.

Also, I'd guess the parcel is back on auction because the previous L$50K bounced, somewhere along the line. If that happens before the land transfers, they sometimes entertain the next-highest bid, but if that "winner" was able to claim and then put this parcel up for sale, their payment must have initially worked and only later reversed.
