I'm 17 and registered my billing information so that I could change my preference to mature but it still won't let me change my preference from general to mature. I've already entered billing info though.

You need to be 18 to change your preferences to mature

Even if I entered billing info? I read on a post that said if you enter your info it'll consider you as an adult.

Mature content is restricted to adults (18+) and billing info has nothing to do with it.

Nope.  Look at that wiki page you referenced.  It says, 

Second Life is generally for adults 18 years and older; however, if you are 13 years of age or older you can use Second Life with some restrictions. If you're:

• 16-17 years old you can access regions and search results that have a General maturity rating.
