please know even if you buy a grandfathered in sim the cost is the same to keep it grandfathered. a one time fee of $600 usd through LL. please remember to count that in when u make offer on sim/regions

Also all sims can be converted to $195 tier by paying $600.

Question: if I were to buy a full region that is not currently grandfathered from someone, could I opt to pay the $600 transfer fee to make it grandfathered? Or do I have to pay the $100 transfer fee plus $600 conversion fee?

You can pay the upgrade fee on any sim you own. Upgrading and buying are separate transactions.
