Is this PC good enough for SL?

Good enough?  Yes.  You can do better, but that will work. That's not as much memory on the GTX 650 as you ought to have for good performance and, in fact, you'd probably do better with a card that's ranked higher, like the 670.  Be sure that your power supply can handle it, though.  That one seems sort of lightweight.

I have questions about the PSU... 280w is pretty small.

You can use the ASUS Power Supply Calculator to get an idea of what size you need. PSU's are cheap, even new ones. 

Making some guesses, the calculator suggests 500w.

Your power supply seems a bit low but otherwise that's almost the same as my rig (I have the same processor and graphics card but only 8gb RAM instead of 12).  Yes it will be fine. You won't be able to run round the grid full time in Ultra graphics settings with shadows on (but you'll be able to bump up to that for snapshots when you want to). I'd watch that power supply though, it might not be enough.
