Can you buy welcome areas and info hubs?

No, you can't.  Those are all Linden Lab properties.  Many organizations have created their own welcome and help areas, however.  This is particularly common for universities who bring students into SL and want them to enter at a place where they will find familiar, friendly people to guide them.  Other organizations, like libraries, also manage public information services on their own sims.

If you own a Private Estate, you can place your own Infohubs there (ones that show with the "i" symbol on the map.)  The Caledon Estate has several.

No you can not

Some seem to think you can with private estates like Lindal Has stated, but those are really Telehubs. In the maps legend, they removed the telehub icons and as a result, all telehubs on private estates are showing with the Infohub icon. They are not real info hubs

You can still see those Infohub icons show as telehubs with older viewers
