When can we expect all sims to be reset so voice / speak works properly?

No Lindens are here and we can't restart your sim.

If you own the sim and it is a private island you can restart it yourself, otherwise the sim owner or estate agent can.  If it is a mainland sim you or your landlord will have to contact Live Chat and get it restarted.  If restarting it doesn't correct the problem, then a support ticket will have to be submitted by the sim owner or an estate agent (private sim) or for mainland, by your landlord or if you are a premium member, by yourself.

In addition to Amethysts answer

it's totally possible there is no connection between a sim restart and your voice not working.

The voice servers, not LL, aren't very stable, in fact it never was.

 

The restarts of the sims happen nearly every week, last main roll was only 3 days ago. ( may 3rd)

Besides the other excellent answers, it's possible that the land owner has turned off voice for that parcel.  If so, you will have to discuss it with them.  Many Second Life residents don't like Voice and prefer to keep it disabled.

And of course, there is yet another possibility...you might have Voice set up wrong on your own system, or might have something messed up in your computer's audio settings.
