Question

I have been trying to log on to Second life via both the Second Life viewer and Firestorm.. It starts to log in and gets the REquestiong Region Capabilities does 3 attepmts then goes into Region Handshake and says it cannot connect... I have completely uninstalled and Reinstalled Both Viewers and have went as far to shut my firewall with Norton 360 completely off and It still does this...

Hi Adam,

Did you try logging into a different sim?

It's possible the one you're attempting to visit is having issues.

And because I've no other ideas to offer, I'll fall back on my default recommendation when there's some kind of connection difficulty. Nalates Urriah has put together a comprehensive list of things to do to improve the quality of your internet connection to the persnickety SL servers...

http://blog.nalates.net/2011/10/26/troubleshoot-your-sl-connection/

My gut says logging into a different sim will help, but that link is worth bookmarking anyway. Select "Type region name" from the "Start at:" box during log-in and enter "Smith" or "Pooley". Both are quiet sims and it's unlikely both would be down at the moment. If you get the same connection error, it may be time to wade through Nalates' suggestions.

Good luck!

It's good that you tried disabling your Norton firewall.  Norton is notorious for having problems with SL.  But in this case, it doesn't seem to be the problem.

However, your router or internet modem ALSO has a firewall.  See this page for the ports that need to be open to let Second Life work.  http://community.secondlife.com/t5/English-Knowledge-Base/Using-Second-Life-with-a-firewall/ta-p/1304539

You might also try using the Google Free Public DNS servers instead of the ones provided by your ISP.  See here for details:

Just in case you're curious .... "Capabilities" is Linden Lab's way to describe the authorization protocol that connects your avatar to fundamental databases where your inventory, friends list, groups, and other information are stored in the asset servers.  If you're really interested in the gory details, you can read them here >>> http://mrtopf.de/blog/second-life/slga-capabilities-explained-technical/ .  If you are hanging up at that point in the login procedure, you are not fully connected to Second Life yet, possibly simply timing out because of a slow or unreliable Internet connection.  The suggestions that Lindal and Maddy offered should take care of the problem.
