Why would they intervene? It's not stalled due to a faulty scripting issue or anything. The residents need to start rolling some OL stilts for it to "not stall".

If you want on land to go faster, you must roll a few times for on land daily. Use those 5 rolls!

As far as I know, all of the regions, except for those above are released and available. You might be running through abandons for OW or OP, but many of the OL homes are in the queue and have not been taken yet. Just look at the taken date... June = never taken.
