You are most likely wearing a skin with the undie painted on it, so you can't remove it unless you change your skin to one that doesn't have an underwear painted on it.

Welcome to Second Life!  Check the Library >> Clothing folder in your inventory.  You'll find a large selection of outifts, some of which include non-modesty skins.  You can also find skins throughout SL, ranging in price from L$0 to several thousand L$, almost none of which have underwear painted on them.

due to your age it isnt going to be easy to find a good skin because the undergarmets are probally part of your skin you may need a new skin you can try the mp.
