how can you tell if a user has 2 avatars and are using them at the same time

You cant. Having alts is allowed and unless they are willing to do an outcoming, you have no way to know. Do as Peter said, ask them. But they don't have to reply.

As well as the correct answers given by valerie and Peter, listen to your "inner voice".  If you feel there is someone attempting to dupe/deceive/mislead you in some way that you are not happy about, mute/block and move on.

That's nobody's business but the person(s) behind the avatars.  You can ask, but they don't have to tell you.  One of the nice things about SL is that we are assured through the TOS that our RL identities cannot be revealed.  In fact, if you discover and share someone's RL information, that can be grounds for being banned from SL.

The previous answers are totally correct, this is only a minimal correction to the vocabulary of your question.

You are asking about a user with two accounts, not two "avatars". A user/resident/account can handle maaaany avatars, many "appearances". Of course there is no problem to know if a Resident has two avatars because the name of the two avatars is identical LOL.
