Yep, you can. You can find some offers on Land forum (http://community.secondlife.com/t5/Land-Forum/ct-p/LandForum), on marketplace or in-world.

Premium membership give you the ability to own mainland, but you can rent from a private estate without being a Premium member. Look around at different rental agencies to find land that works for you. Then buy a house. (When house-shopping keep in mind the available prims and space of whatever land you're renting. For example, if you're renting a 1024sqm plot of land with, say, 900 prims available, you probably shouldn't buy a house that takes up 2000sqm and/or uses 1000 prims. Also keep in mind that unless the house you buy is prefurnished, you'll need to have prims left over to furnish and decorate your house. I think the standard advice is that an empty house shouldn't take up more than 1/3 of your total prims, so if you have 900 prims available, your house should be no more than 300 without furnishing.) Then you place your house, move it until it's within the boundaries of your property and does not extend into anyone else's, and you have a home! Just make sure to remember to pay tier on it.

Yes you can!  You can rent from another Resident on the mainland, or lease land on a private estate.  Private estates make up about 80% of the land in Second Life, so not being Premium does not limit you all that much.

As you look for an appartment or home pay attention to cost per prim. Rentals run from L$1/prim up. $3 to $5 is common.

Often you can find a 20 prim home for L$100/week. Others rent for 50 or 75 prims for L$100 to $250/wk. 

Just like renting places in RL, you find deals and great places. Search will lead you to a number of rental agencies.
