Hello Ineeda and welcome to SL Forums. Open your inventory (in V3), click the small cross down there --> Upload Image. It costs 10L$ for each pic. However, if you want the pic for your profile you don't have to pay. It is free.

Angel gave you one good way to find the upload function in the V3 viewer.  If you are using Firestorm (or most other viewers), you'll also find Upload in the Avatar or Me menu at the top left corner of your screen.

Build > Upload > Image (cost 10L)

For profile,

Right click self (inworld avatar) > My Profile > Edit Profile > Profile Picture > Choose File > Upload (cost, none)
